We had the same problem--it ended up being a corrupt user profile. Solution create a new user profile. In Windows 10 go to Credential Manager - Windows Credentials, find your network share you can't access and click to remove it.
Next time you try to access this share you'd create a new password for it. I had the same issue while using a static IP. I tried everything but nothing seemed to be working. Seems to be a bit flaky. Maybe you have SMB disabled. I myself had SMBv1 for some stupid reason disabled, and could not access one server which was a bit older. Once I unblocked this, it worked. We just upgraded our machine to windows 10 and I have a few users that could not access a driver letter that was mapped via group policy. In Windows explorer you can not disconnect the drive because it is still trying to make the connect. Here is the solution that worked for me.
